O secretário de Estado Fazenda de Minas Gerais (SEF/MG), Luiz Claudio Gomes, defendeu, nesta terça-feira (7/5), uma solução política e baseada no diálogo para a construção de um projeto viável sob a perspectiva financeira dos Estados para a solução da dívida dos entes da federação.
Ele foi um dos debatedores do seminário realizado pelo jornal Valor Econômico, em Brasília, para discutir o programa “Juros por Educação”, apresentado pelo governo federal no fim de março.
O programa propõe a redução dos juros das dívidas dos Estados atrelada ao investimento no ensino técnico. Luiz Claudio reiterou que a proposta do Ministério da Fazenda não atende às necessidades de Minas Gerais, uma vez que o Governo de Minas já tem a maior iniciativa de ensino profissionalizante do país: o Trilhas do Futuro.
Para Gomes, portanto, ampliar esse investimento exigiria uma despesa a mais, bem acima do índice constitucional da Educação.
Durante o evento, foram destacadas as situações de Rio de Janeiro, Rio Grande do Sul, Minas Gerais e São Paulo, os quatro estados mais endividados do país. No entanto, os debatedores ressaltaram que as peculiaridades entre eles exigem soluções distintas para a dívida de cada um.
“A própria União, em diversas oportunidades, já tratou essa situação fiscal, particularmente, a dívida. Um grande evento foi a Lei 9.496, de 1997, depois a Lei de Responsabilidade Fiscal (LRF) e o marco regulatório do Regime de Recuperação Fiscal (RRF). Todos esses instrumentos tiveram a intenção de trazer uma política fiscal saudável para os entes. Evoluímos, mas essas políticas não solucionaram todos os problemas fiscais dos Estados. Como federação, temos que buscar soluções”, concluiu o secretário de Fazenda de Minas.
O seminário contou com a participação do ministro da Educação, Camilo Santana, do secretário-executivo do Ministério da Fazenda, Dario Durigan, e do secretário do Tesouro Nacional, Rogério Ceron, além de outras autoridades estaduais e especialistas nos painéis de debates e como convidados.
Pela SEF/MG, estiveram presentes ainda o subsecretário do Tesouro Estadual, Fábio Amaral, e o servidor da Assessoria de Recuperação Fiscal, Marcos Augusto Diniz.
