Reduzir custos e melhorar processos de compra são os principais objetivos do projeto Centro de Compras Compartilhadas (CCC), da Secretaria de Estado de Planejamento e Gestão (Seplag-MG), que irá ampliar a centralização das compras públicas do Governo de Minas. Em bate-papo realizado nesta sexta-feira (3/5), a iniciativa foi debatida para esclarecer dúvidas sobre sua construção e execução.
A mudança busca reduzir custos do processamento das compras públicas, a partir da padronização de processos e do desenvolvimento de uma equipe especializada no tema de contratações públicas. Assim, é possível reduzir o tempo de execução das compras e identificar oportunidades de fazer compras em grande escala, ampliando, assim, a eficiência nas contratações e contribuindo para uma melhor entrega para a população.
O governador Romeu Zema destacou a importância do tema em um vídeo transmitido no evento. “As compras são essenciais para executar as políticas públicas e garantir serviços de qualidade para os mineiros. Com essa centralização, vamos assegurar o mesmo padrão de qualidade, tempo de execução e transparência para atender os órgãos e entidades, mantendo sempre o diálogo com as instituições”, afirmou Zema.
O projeto CCC foi lançado em janeiro de 2020 e, desde lá, vem sendo construído, já alcançando alguns resultados. A criação da Subsecretaria de Compras Públicas (SubComp) da Seplag-MG é um deles. A iniciativa consolida ainda mais Minas Gerais como referência na centralização de compras.
“Mesmo centralizando, temos que considerar as especificidades das compras e das pastas que demandam essas compras, com olhar qualificado, transparente e, principalmente, padronizado para cada um dos processos. Essa conversa é para podermos ampliar a discussão e entender os pontos críticos e de atenção, trilhando juntos um caminho de êxito”, declarou a chefe de Gabinete da Seplag-MG, Sílvia Listgarten.
Centro de Compras Compartilhadas
A inspiração para a construção do projeto CCC veio, além da evolução do próprio modelo mineiro, de outros lugares, de outros estados, da iniciativa privada e, especialmente, do Governo Federal, por meio do ColaboraGov, Centro de Serviços Compartilhados do Ministério da Gestão e Inovação em Serviços Públicos (MGI).
Entre outras ações que fizeram parte da iniciativa da Seplag-MG desde 2020 estão um diagnóstico e um mapeamento de todas as compras do Estado, a capacitação do corpo técnico, a divulgação de boletins e informativos e a realização de bate-papos. Outras informações podem ser acessada aqui.
